In September 2016, the European Commission set up a High Level Group of 12 experts, following a call for expression of interest to which over 350 candidates responded. Ms. Plentz was appointed by Commissioner Moedas to contribute her communications expertise, and share her innovation ecosystems’ knowledge, to the evaluation of Horizon 2020, the USD$100 Billion EU funding program for research and innovation, and to make recommendations for the new funding cycle, Horizon Europe.
In the context of the interim evaluation of Horizon 2020, the Group’s mandate was to provide recommendations on how to maximise the impact of the EU’s investment in research and innovation. The group was chaired by Pascal Lamy, former World Trade Organization Director-General, former EU Trade Commissioner, and President Emeritus of the Jacques Delors Institute.

In October of 2016 Ms. Plentz Fagundes was appointed by the European Commission to the High Level Group of Experts to review the impact of Horizon 2020, the £80 Billion Framework Programme to fund Research and Innovation in the EU.
Previously, Ms. Plentz was a press relations and strategic communications advisor for SaaS, higher education, and consumer tech companies. She also developed international media relations campaigns for QS University Rankings, Florida International University, and the enterprise software alliance in the South of Brazil, Softsul. Ms. Plentz worked previously in fast-paced, data-driven news environments, as a reporter and international affairs news producer for Bloomberg TV, UN Radio, Radio France International and BBC World News.
She led strategic communications in Latin America for the first e-Government tech company that raised $60 million in the US, from venture capital firms KKR and other Silicon Valley investors. She continues to advise tech startups, enterprise software trade bodies, and is a mentor and member of the selection committee at the tech accelerator and investment fund MassChallenge, for their programs in the US, Spain, Switzerland, UK, and Mexico.
As an international affairs news producer and editor she presented the UN official daily news bulletins and weekly features, audience reach of 30 million+ a week through partner stations, including BBC World and Radio France International, covering all the international conferences hosted by the UN, Security Council meetings, and the General Assembly at the United Nations Headquarters in NYC, writing reports and features on all UN system specialised agencies including ILO, WHO, WFP, UNICEF, UNDP, FAO, and WIPO.
Ms. Plentz managed international teams of news producers, engineers, UX/UI designers, and software developers to deliver broadcast news content and the daily website updates of news organizations including Bloomberg TV and at the United Nations Headquarters in New York, and at UN’s regional offices in Geneva, and The Hague.
